Director
PASADA (Pastoral Activities and Services for People with
AIDS Dar es Salaam Archdiocese) is a faith-based organization committed to
providing quality, compassionate, and holistic services to vulnerable
communities, especially those affected by HIV and AIDS.
Summary of Job Position
The purpose of this job position is to develop and
implement human resource strategies, policies and procedures that support
recruitment, performance management, reward management, training and
development that aligns with the overall PASADA strategic objectives.
Furthermore, this position provides overall coordination of administration
activities including property management. We are seeking a highly
experienced, ethical, and dynamic Human Resources Manager to lead the HR functions and
support the organization’s strategic direction.
Key Responsibilities
- Develop the human resource strategies to
ensure alignment of the PASADA human resource with the overall PASADA
strategic objectives.
- Provide strategic leadership on
all Human Resources functions, policies, and procedures.
- Oversee recruitment, onboarding,
and talent management processes to ensure effective staffing, workforce planning, job
description development and comprehensive new staff orientation and
induction.
- Manage
compensation and benefits for employees, establish/oversee organisational
salary structure, conduct salary surveys to ensure market competitiveness,
and manage payroll processing.
- Establish
systems for ensuring that staff are present in their areas of work and
their performance is monitored on daily basis for good program outcomes.
- Support
and train managers on principles of corporate governance for effective
program delivery
- Develop policies and procedures on human
resources to ensure the availability of guidelines that support the
implementation of the human resource strategy in a manner that is
compliant, effective, and efficient.
- Lead performance management systems, including
appraisals, performance development plans, and capacity-building
initiatives.
- Provide guidance to managers on
objective setting, feedback, and professional development plans
- Identify
training needs and opportunities, coordinate learning development
programs, and support career planning and capacity building initiatives
- Ensure compliance with labour laws,
organizational policies, and donor requirements.
- Drive organizational culture strengthening,
employee engagement, and staff welfare initiatives.
- Manage disciplinary and grievance procedures
in a fair and transparent manner.
- Ensure accurate HR data management, payroll
support, and timely reporting.
- Support the Executive Director and Senior
Management Team in strategic decision-making related to HR.
- Promote high standards of integrity,
professionalism, and efficiency across the organization.
- Serve as a point of contact for
employee grievances and disciplinary actions, ensuring a positive work
environment and full compliance with all national labour laws and internal
policies
- Coordinate the
implementation of the human resource strategy to ensure timeliness and
quality in its implementation.
· Oversee the
implementation of the organisational policies and procedures to provide
guidance in the delivery of the human resource strategy in line with best
practice, the institution’s overall strategy, and the employment laws and
regulations of Tanzania.
· Maintain accurate
and confidential employee records, manage HR databases, and generate regular
reports and HR metrics for management decision-making.
· Supervise daily
office operations, including space management, maintenance, security, and the
procurement of supplies and equipment.
· Oversee logistics,
transportation, and travel arrangements for staff and visitors, optimizing
processes for cost-effectiveness
· Manage
relationships with external service providers and vendors, including the
administration of leases, insurance, and service contracts.
· Liaise with IT
support to ensure reliable systems, data safety, and the maintenance of
hardware and software across the organization.
Qualifications and Experience
- Bachelor’s degree in human resources
management, Law, Public Administration, Business Administration, or
related field (Master’s degree is an added advantage).
- At least 7 years of progressive experience in
Human Resources Management, preferably in NGOs or donor-funded
environments.
- Strong knowledge of Tanzanian labour laws and
HR best practices.
- Excellent interpersonal, communication, and
leadership skills.
- High level of integrity, confidentiality, and
professionalism.
- Proficiency in HR information systems and MS Office applications.
