Background Information:

 

Pastoral Activities and Services for people with HIV/AIDS Dar es Salaam Archdiocese -PASADA TANZANIA is a Tanzanian faith-based organization operating since 1992 in Tanzania and owned by Catholic Archdiocese of Dar es Salaam having over 25 facilities. PASADA TANZANIA reaches all the poor, under privileged, infected, and affected by HIV and AIDS including communicable and non-communicable diseases. We provide the needy people with a comprehensive range of services along with the continuum of care including medical, spiritual, psycho-social, and palliative care services through deploying community-based approaches in the provision of healthcare and livelihood improvement activities. We also engage in resilience building to vulnerable community members (including but not limited to Children & Adults, OVC, Adolescents and their Caregivers) in addressing the structural drivers of the epidemic to control and mitigate its adverse effects. Although sponsored by the Catholic Church, the services offered by PASADA TANZANIA are available to all individuals without discrimination of any sort in Tanzania. Additionally, educational and awareness raising programs are carried out at facility and community levels with the objective of reducing stigma and discrimination and promoting behavioral change, thereby limiting the spread of the virus.

 

KIZAZI HODARI PROJECT

 

Kizazi Hodari Southern Zone Project y is a five-year project (2022 to 2027) funded by USAID with the aim of  Improving health, well-being, and protection of OVC and youth in high HIV burden communities. The Project is implemented by Deloitte Consulting Limited, as the prime implementing partner, through the partnership with PASADA Tanzania. The activities are executed through family and communities and engage the social welfare workforce including Community Case Workers (CCW), Lead Case Workers (LCWs) and National Integrated Case Management System (NICMS) Assigned Officers. It includes coordination and integration with the health workforce and PEPFAR clinical partners (THPS) to improve bi-directional referrals between clinical and community for efficient HIV service delivery with complementary social service delivery.

We are looking for an enthusiastic, creative, energetic individual to fill the below vacant position for the Kizazi Hodari Project;

 Position Summary:

The Project Accountant will provide financial support in the design, implementation, and monitoring of project activities. This role involves advising staff on donor requirements, ensuring compliance with financial policies, and maintaining internal controls. Responsibilities include managing project budgets, maintaining proper bookkeeping and audit trails, overseeing the fixed assets register, and analyzing expenses. The Project Accountant will collaborate with procurement, supervise administrative staff, and ensure timely, accurate financial reporting in line with donor and statutory regulations (PAYE, WHT, NSSF, etc.), ensuring effective financial management throughout the project life-cycle.

Roles & Responsibilities:

·         Provide financial and administrative support in the design, implementation, and monitoring of project activities.

·         Advise project staff on donor requirements; and provide training on financial management, record-keeping, operational systems, and policies as needed.

·         Maintain audit trail for all projects matters i.e. proper bookkeeping both soft and hard copies and proper filling of project documents.

·         Ensure sufficient internal controls are maintained throughout the project life, i.e. Bank reconciliations and all expenses are with proper approvals.

·         Maintain project fixed assets register.

·         Develop and monitor budgets for the project.

·         Effectively communicate with PASADA staff to ensure understanding of donor regulations, cost norms and requirements.

·         Work with procurement process to ensure proper planning, purchasing and distribution of project items in compliance with PASADA Tanzania policies and donor regulations.

·         Analyse project expenses, including PASADA Tanzania financial reports on monthly and quarterly bases

·         Assess cost-effectiveness of methodologies proposed by the project.

·         Supervise administrative staff.

·         Ensure timely preparation and submission of complete, accurate financial reports and cash requests as per donor requirements.

·         Oversee compliance of Donor financial policy guidelines.

·         Oversee policies and procedure of Government of Tanzania relating to statutory requirements (PAYE, WHT, WCF, NSSF, HESLB) and any other income tax.

 

 

Qualification and Experience:

·         University degree in Accounting and Finance.

·         At least three (3) years of experience working on donor-funded development programs and financial management.

·         At least one (01) year in a supervisory role

·         High understanding in procurement procedures

·         Experience in projects related to the following intervention; Economic strengthening, Youth and Adolescent work, Case Management, Bi-Directional Reference, ECD, OVC issues and child protection.

·         Fluency in English and Kiswahili
