Job
Purpose:
The
Head of Program is responsible for the leadership, management, and development
of PASADA’s program portfolio, ensuring that all projects are aligned with the organization's
mission and objectives. This role involves strategic planning, program design,
resource mobilization, donor relations, and performance management. The Head of
Program will lead a multidisciplinary team to achieve high-quality service
delivery and impactful outcomes in Tanzania's health and social development
sectors.
Key
Responsibilities:
1.
Strategic Leadership:
- Develop and
implement PASADA’s programmatic strategy, ensuring it aligns with
organizational goals and community needs.
- Lead annual and
long-term planning processes, ensuring programs remain responsive to local
and national priorities.
- Foster a culture
of innovation within the program teams to adapt to evolving challenges in
health and social services.
- Keep the
Executive Director and Board of Directors updated on program developments,
trends, and strategic risks.
2.
Program Design and Development:
- Lead the design
and conceptualization of new programs, ensuring they reflect emerging best
practices in health, social services, and development.
- Engage in
continuous needs assessments and market research to stay informed about
the needs of PASADA’s target beneficiaries.
- Oversee the
preparation of concept notes, proposals, and budgets for new funding
opportunities.
- Work with
technical teams to ensure that program interventions are evidence-based
and grounded in community-led development principles.
3.
Program Implementation and Management:
- Supervise the
implementation of all programs, ensuring that projects meet their stated
objectives, timelines, and quality standards.
- Establish robust
project management tools and processes to improve program efficiency and
effectiveness.
- Foster strong
collaboration and teamwork among program staff and with other departments
(e.g., Finance, HR, M&E).
- Ensure compliance
with donor contracts, including managing program amendments, project
extensions, and close-out processes.
4.
Monitoring, Evaluation, Learning, and Reporting:
- Develop and
oversee a comprehensive M&E framework to track program performance and
outcomes.
- Foster a learning
culture by facilitating regular reflection sessions and incorporating
lessons learned into future programming.
- Coordinate with
the M&E team to design and implement evaluations that assess both
program effectiveness and long-term impact.
- Produce and
disseminate high-quality reports for donors, partners, and the public,
showcasing program achievements and outcomes.
5.
Financial and Resource Management:
- Lead the
development of program budgets in coordination with the finance team,
ensuring alignment with organizational resources and priorities.
- Monitor program
expenditures to ensure fiscal accountability, value for money, and
compliance with donor requirements.
- Oversee the
procurement of goods and services for programs, ensuring adherence to
procurement policies and procedures.
- Optimize resource
allocation across multiple projects to achieve maximum impact and
efficiency.
6.
Partnerships and collaboration:
- Act as PASADA’s
primary representative in key national and international health and social
service networks.
- Build strategic
partnerships with governmental and private bodies
- Lead advocacy
initiatives, working with local and international stakeholders to
influence policies in support of vulnerable communities.
- Strengthen
PASADA’s visibility.
7.
Business and Resource Mobilization:
- Build and
maintain relationships with current and potential donors, including Prime
Partners.
- Lead the
development of high-quality funding proposals that reflect PASADA’s
programmatic strengths and strategic goals.
- Ensure that donor
requirements are met throughout the project lifecycle, from design to
reporting and evaluation.
- Develop long-term
sustainability strategies to diversify funding streams and increase
financial resilience.
8.
Leadership roles
- Lead a team of Directors,
and Program managers, providing them with strategic direction, mentorship,
and performance management.
- Promote a culture
of collaboration, inclusion, and continuous improvement among the program
teams.
- Identify
capacity-development needs within the teams and implement professional
development opportunities.
- Promote staff
well-being by fostering a supportive and responsive work environment.
9.
Donor Compliance:
- Identify, assess,
and manage risks that could affect the successful implementation of
programs.
- Ensure compliance
with local laws, donor guidelines, and international best practices in
health and development programming.
Key
Qualifications and Experience:
- Education: Master’s degree
in Public Health, Medicine, Social Sciences, Development Studies, or a
related field. A PhD will be an added advantage.
- Experience: Minimum of 10
years of experience in managing complex, multi-sectoral programs within
the NGO or development sector, with at least 7 years in a senior position.
- Sector Knowledge: Expertise in
health programming mainly HIV/AIDS, social protection, education, and/or
community development, with experience working Community Based
Organizations.
- Leadership: Exceptional
leadership skills, with experience in managing multidisciplinary teams
across various regions.
- Stakeholder
Management:
Strong relationship-building skills with government entities, donors,
civil society, and other key actors.
- Communication: Excellent verbal
and written communication skills in both English and Kiswahili.
Skills
and Competencies:
- Ability to think
strategically and lead complex initiatives in a dynamic environment.
- High-level in proposal/business
development skills
- Strong analytical
and problem-solving skills with a focus on innovation and sustainability.
- Proficiency in
using project management software and tools.
- Outstanding
interpersonal skills and the ability to inspire a diverse workforce.
- High adaptability
and experience in working under challenging conditions.

Requirements:
- A strong

- Ability to work
in a multicultural environment and travel to remote areas as necessary.
- Knowledge of
relevant national policies and legal frameworks in Tanzania.
