Introduction to PASADA and ACHIEVE Project:

PASADA is a faith-based organization operating under the Catholic Archdiocese of Dar es Salaam. PASADA strives to reach the poorest of the poor living with HIV/AIDS and provide them with compassionate care, treatment, and support services. PASADA as a Sub-grantee to PACT-Tanzania is implementing the Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) program in five councils of the Dar-es-Salaam region namely, Temeke Municipal Council, Kigamboni Municipal Council, Kinondoni Municipal Council, Ubungo Municipal Council, and Ilala Municipal Council.

ACHIEVE is a five-year global effort to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. The project is funded by the U.S. Agency for International Development (USAID) and implemented by a Pact-led consortium of top global HIV/AIDS partners, including Jhpiego, Palladium, No Means No Worldwide, and WI-HER. The ACHIEVE consortium works with USAID Missions, national governments, and existing response partners to identify gaps in HIV prevention and treatment programming among target populations.

The objective of the Assignment

The overall objective of this assignment is to hire car services to facilitate the implementation of the ACHIEVE project in five councils of the Dar-es-Salaam region from December 2023 to September 2024. 

Scope of Work

The specific scope of work includes but is not limited to the following:

1. Provide transportation services in the five operating councils of the Dar es Salaam region as it will be instructed.
2. Doing the vehicle checkup with the PASADA’s responsible person.
3. Submit the vehicle usage report to PASADA on a weekly basis, such as a Signed logbook.

Time frame

This assignment is expected to be carried out from December 2023 to September 2024.

Reporting

The service provider will report to the PASADA-ACHIEVE Project Manager and Procurement Officer for instructions on dos and don’ts, inspection, and checkups according to the PASADA logistics rules and regulations.

A.   Eligibility

To be considered for the award, vendors must currently be legally operating in Tanzania, and the quotation must include all of the following information:

·         Ability to meet or exceed the requirements/technical specifications.

·         Ability to deliver the items/services specified in the Terms of Reference no later than the date(s) required.

·         Legally registered in Tanzania.

B.   Submission Instructions

The following information is to be included by a vendor in the proposal:

1.     Quote, valid for at least 60 days

2.     Current company profile 

3.     Copies of the registration certificate and address of their registered office, valid business license, VAT, TIN certificates and Tax clearance certificate

4.     Vehicle specifications and capacity should be fully addressed in the quotation.

5.     Evidence of similar assignments, and at least two (2) LPOs or contracts of the previously served clients.

6.     Evidence of vehicle insurance from a known company and valid insurance certificate.

7.     Current audited financial statement

8.     Payment terms 100% after monthly submission report.

Interested, eligible vendors who wish to answer this RFP should send their proposals in sealed envelopes to PASADA Head Office by 7^th December 2023, 11:00 am. All sealed envelopes need to be marked as: “Tender for Delivery of Car Hire Service".

PASADA will open all bids on Friday 7^th December 2023 at 11.30 am in the presence of Bidder's representatives’ discretion.

Quotes must be in Tanzania shillings and include taxes separately:

·         Proposals submitted through emails will not be considered.

·         Quotations received after that time or at a different address may not be accepted.
