Organization Background

Pastoral Activities and Services for people with HIV/AIDS Dar es Salaam Archdiocese -PASADA TANZANIA is a Tanzanian faith-based organization operating since 1992 in Tanzania and owned by Catholic Archdiocese of Dar es Salaam having over 25 facilities. PASADA TANZANIA reaches all the poor, under privileged, infected, and affected by HIV and AIDS including communicable and non-communicable diseases. We provide the needy people with a comprehensive range of services along with the continuum of care including medical, spiritual, psychosocial, and palliative care services through deploying community-based approaches in the provision of healthcare and livelihood improvement activities. We also engage in resilience building to vulnerable community members (including but not limited to Children & Adults, OVC, Adolescents and their Caregivers) in addressing the structural drivers of the epidemic to control and mitigate its adverse effects. Although sponsored by the Catholic Church, the services offered by PASADA TANZANIA are available to all individuals without discrimination of any sort in Tanzania. Additionally, educational and awareness raising programs are carried out at facility and community levels with the objective of reducing stigma and discrimination and promoting behavioral change, thereby limiting the spread of the virus.

Project Overview:

PASADA Tanzania is awarded a grant to implement the ACHIEVE Project in seven councils of Mbeya DC, Chunya DC, Busokelo DC, Mbeya CC, Mbarali DC kyela DC, and Rungwe DC in the Mbeya  region.  ACHIEVE  uses  a  comprehensive,  family-centered  case  management approach led by community-based case workers to provide a broad package of services to households with orphans and other vulnerable children in close coordination with the Government of Tanzania's health and social services and other service providers. With support from CNHF, Pact through her sub grantee, PASADA Tanzania will also build on the ACHIEVE platform to provide additional, critical early childhood care and development services to improve the well-being and future prosperity of infants and young children.

Job Title:   Project Manager (1)

Location:   Mbeya

Reports to:  Executive Director

Duration:     1 Year Renewable

Job Purpose:

To provide overall leadership and management of ACHIEVE OVC Service Delivery implementation for the PASADA and ensure effective, quality, and timely deliverables in collaboration with LGA authorities and other partners.

Roles & and responsibilities

Project Management

Provide overall technical, managerial, and operational support to project team and promotes an organizational culture where policies and values are observed.

Lead strategic planning and development of annual work plan &budget.

Monitor work  plan  implementation  to  ensure  annual  targets  are  reached  for  all  key indicators and milestones.

Facilitate Capacity Building of program implementation team based on assessed capacity needs.

Ensure preparation, timely completion and submission of narrative reports (monthly, quarterly, semi-annual, and annual).

Work with M& E coordinator to ensure that appropriate data is obtained to produce high quality and timely quarterly reports.

Financial Management

To ensure there is strong and functional internal control system and that project assets and donor funds are in safe custody and used          in intended purposes.

Work with Finance Manager and or Project Accountant to ensure timely fund request and liquidation in line with donor rules and regulations.

Ensure preparation and timely completion and submission of financial reports (monthly, quarterly, semi-annual, and annual).

Regularly monitor project implementation and spending against approved budget to ensure that spending is done in line with coasted work plan and approved budget.

Review and approve all project expenses.

Networking Collaboration and Representation

Establish and strengthen work collaboration with Government counterparts at regional and council levels as well as with other implementing partners 

Act as a key contact person with donor, government, and other stakeholders for all program related matters.

Represents ACHIEVE Project in relevant stakeholders’ meetings, workshops, and other events.

Staff Management

Facilitate and support recruitment and training of staff as appropriate and ensure availability of appropriate professional                            development opportunities for staff.

Ensure there is sound and vibrant staff performance management system within the organization and staffs are supported to have              performance objectives, regular reviews with their line managers and annual performance reviews.

Supervise and mentor Program, Technical, and Finance teams (PM, M&E, PAs, FMs, etc.) in program and team management to                      effectively deliver the project as per operating procedure (SOPs).

 Others

Ensure commitment to children’s rights and principles of equal opportunity across all program team.

Performs other program related assigned tasks as needed.


Minimum required Qualifications, Experience and Skills

Education:

Bachelor’s degree in Sociology, Public Health, Development Studies, Project management, Business Administration or Economic                    Development

Master’s degree in the above-mentioned fields will be an added advantage.

Experience:

Applicants with bachelor’s degree to have at least 8 years relevant experience working with donor funded projects. Applicants with              master’s degree to have at least 5 years of relevant experience.

Previous experience managing staff and leading program planning and implementation.

Experience in at least one of the following technical areas:  HIV/AIDS  Bi-Directional, Referrals & Linkages, OVC programming,                    Evidence based HIV & Violence Prevention among Adolescents, Case management, Child Protection, Households/Youth Economic                Empowerment.

Skills:

Excellent written and oral communication abilities (fluency in English/Swahili).

Diplomacy and negotiation skills that demonstrate ability to collaborate coordinate with a range of stakeholders and complex                    priorities.

Strong computer literacy

Analytical and advocacy skills.

Demonstrate leadership and team building skills.
